Co-CEO / President of Consulting
Carl Ruggiero started Lexem Strategy in 2004 with the goal of providing cost effective business solutions to government and industry clients worldwide. With over 30 years of experience in Project Controls and Earned Value Management (EVM), Mr. Ruggiero has brought innovative process improvements to all his clients throughout his career. Most recently, he served as the EVM focal point at the Biomedical Advanced Research and Development Authority (BARDA) at HHS in which he instituted a lean and effective EVM policies and procedures. His approach allowed the agency to better manage the development of necessary drugs, vaccines and therapies for public health medical emergencies.
Mr. Ruggiero holds a masters certificate in contract management from George Washington University and earned his bachelor’s degree in business administration from California State University, Long Beach. He lives in Stafford Virginia with his wife Susan and is proud to have two successful adult children, Sarah and Daniel.

Anthony Bone started Lexem Strategy in 2004 with the goal of providing advanced project management services for government contracting and IT systems providers nationwide. Over the past 10 years Lexem has steadily grown to a network of over 50 consulting professionals helping manage projects of all shapes and sizes throughout the United States. As a senior project and business planning expert, Mr. Bone has supported organizations with the implementation and improvement of key business processes, information technology, and project planning. As a certified Project Management Professional with the PMI, he continues to help promote organizational best practices for current and future clients in the energy, healthcare, pharmaceutical, technology, and engineering sectors. Mr. Bone holds Finance and Management Information Systems degrees from George Mason University and a Master’s degree in Project Management from George Washington University. Anthony lives in Stafford, VA with his wife Heather and their two children, Alex and Emma.

Louis DeStefano joined Lexem Strategy in 2011 as the Director of Operations with the focus to engage and lead Biotech companies in complying with the Earned Value Management and Project Management requirements. With over 25 years of Business Operations and Earned Value Management experience at both large and small organizations including Westinghouse, Boeing, and SAIC, Mr. DeStefano brings a structured, thorough and organized approach to lead and assist clients in the establishment of key business processes to promote an Integrated Program Management approach necessary to effectively manage projects of all shapes and sizes. Mr. DeStefano holds a Bachelors of Business Administration degree from Loyola University – Baltimore, Maryland and also a Master’s of Science with a concentration in Financial Management, from The Johns Hopkins University – Baltimore, Maryland. Louis lives in Orlando Florida with his wife Christine and their two children, Michael and Amanda.
Vice President of Technology Services
Jeffrey Speck began at Lexem Strategy in 2008 where he worked as a senior consultant and subject matter expert for project planning and controls. During his tenure there, he has worked on many diverse projects ranging from large DOD acquisition programs to smaller commercial projects. Mr. Speck has provided a multitude of technical solutions and automation capabilities for Lexem’s clients including schedule analysis tools, custom reports, and tool integrations. Prior to Lexem, Mr. Speck was an integral part of many project control teams while working for large defense contracting companies including Lockheed Martin, General Dynamics, and SAIC. Mr. Speck holds a BBA in Management Information Systems from Ohio University and is an MCTS with managing projects with Microsoft Office Project 2007. Mr. Speck is also a decorated veteran of the US Army, Ohio National Guard, and US Army Reserve. Currently, Mr. Speck resides in Churchville MD with his wife and daughter.

Jason Vettickal joined Lexem Strategy in 2006 as a Subject Matter Expert and Consultant. With over 15 years of Business Operations and Project Controls experience at both large and small organizations including Baan Software and SAIC, Jason brings a calm and sensible approach to lead and assist clients in the establishment of key business processes to promote an Integrated Program Management approach necessary to effectively manage projects of all sizes. During his time at Lexem Strategy, Jason has supported a wide range of private sector clients including General Dynamics, LGS Innovations, SRA and Aerojet Rocketdyne, in addition to public sector clients including the Biomedical Advanced Research Development Authority (BARDA) a division of the Department of Health and Human Services. Jason is one of the thousands of Hokies (Virginia Tech) in the Washington, DC Metro area and lives in Haymarket, Virginia with his wife Anita and his two daughters, Ivana and Isla.
Dr. Joe Hamilton
Vice President of Project Delivery
Dr. Joe Hamilton leads the development and implementation of enterprise-level project management best practices for Lexem Strategy customers nationwide. Under his leadership, Dr. Hamilton has been instrumental in helping clients develop and enhance their PMOs, create dynamic and executable integrated project plans, while also supporting and architecting the implementation and development of EVM policy and technological solutions for both government and commercial clients.
Dr. Hamilton has served as a speaker at several professional management and EVM conferences throughout the world, has been published in both professional journals and newspapers, and has been seen on television, including CNN. Dr. Hamilton is also a visiting instructor at DeVry University teaching future generations of project managers in the art of project management, risk management, project controls and organizational development. Dr. Hamilton holds a PhD in Organizational Development from Benedictine University and a Master’s Degree in Project Management from DeVry University. Joseph lives in Chicago with his wife Lisa and their wonderful son Chase.
